Advance parole / travel authorization. Separately, Pub. L. 119-21 charges an Immigration Parole Fee of $1,050 (FY 2027 amount, for parole granted on or after Oct. 16, 2026) each time DHS grants parole — collected by CBP at the port of entry when you return on advance parole, or by USCIS before it approves parole in place or re-parole. It is never paid with the I-131 itself. It cannot be waived. Applicants with a pending Form I-485 who return from temporary travel abroad are exempt, as are a few narrow emergency and humanitarian categories, and CBP decides at the border whether an exception applies.

I-131 covers three different requests — advance parole, a reentry permit and a refugee travel document. Only the advance-parole use is normally part of a package.

I-485 — Application to Register Permanent Residence or Adjust Status — Advance parole, so the applicant can re-enter the U.S. while the I-485 is pending.
I-765 — Application for Employment Authorization — Usually filed alongside, so work and travel are both covered during the same wait.

Is the I-131 filing fee refundable if USCIS rejects or denies my form?

These are two different outcomes. If USCIS rejects your filing, the case was never accepted — USCIS returns the package and the filing fee, but you lose the months you already waited and have to start again. If USCIS denies your case, it was accepted and adjudicated, and the filing fee is not refunded. Filing it correctly the first time is what protects both the fee and the timeline.
